A nine-storey mixed-use building that bets on studios in Downtown Jebel Ali

Out of 116 homes, 54 are studios. That's the fact that defines Empire Jebel Ali before any other selling point. The project, developed by Empire Developments, sits on Jebel Ali Central Street, at the southern edge of Dubai, in a district still largely dominated by industrial and logistics activity. The building stays low for the area, just nine residential levels, set above a commercial podium and four floors of parking. Handover is scheduled for late 2029, with a commercial launch date still to be confirmed and an entry ticket (EOI) set at AED 50,000.

A commercial podium before the homes

The ground floor holds no apartments. Empire Developments has placed two showrooms and one retail unit there, plus a lobby with reception and a waiting area. This choice gives the building a commercial address visible from the street, which makes sense in an area that sees heavy professional traffic from the free zone. The first four levels of the podium are dedicated to covered parking, a direct response to a district where a car remains a necessity. The homes only start on the first residential floor and run up to the ninth. The split between ground-floor commerce and private life above is clean.

A metro station one minute away

Life Pharmacy Metro Station sits one minute from the project, on the Red Line. That's a real advantage in a district where many residences rely on the road alone. Sheikh Zayed Road runs two minutes further, opening quick access to Dubai's southern commercial corridors. Ibn Battuta Mall is a ten-minute drive away. Jebel Ali Free Zone, Expo City Dubai and Al Maktoum International Airport are all around fifteen minutes away. Palm Jebel Ali, the major beachfront project relaunched by Nakheel, sits twenty minutes from here.

Studios, 1, 2 and 3 bedrooms aimed at a working population

The mix clearly leans toward smaller units. The 54 studios are joined by 35 one-bedroom apartments, with the rest split between two and three bedrooms for a total of 116 units. Layouts include a functional kitchen, living and dining space, bedrooms and bathrooms, with some units featuring balconies or terraces behind glass railings. This setup targets first and foremost the workers employed in the free zone, near the airport or in the neighbouring industrial areas. A studio close to the metro, in a new building, answers real rental demand in this segment. It's a product built for daily use, not for show.

Pool, gym and separate saunas on the podium

The amenities are concentrated on the podium rooftop. There's an outdoor pool, a terrace with lounge areas and a dedicated barbecue space. Indoors, a gym and two separate saunas, one for men and one for women, round out the offering. The brochure also mentions rooftop gardens, a pool lounge, a padel court and a tennis court, a set-up more extensive than what you'd expect from a building this size. For a nine-storey project, the density of amenities is solid without going overboard. The focus is on everyday use, not on spectacle.

Empire Developments, the real estate arm of Ghani Holdings

Empire Developments belongs to Ghani Holdings, a group active in the UAE since 1995 under the leadership of Kamran Ghani. The conglomerate operates in import-export, tourism, hospitality and automotive before building out its real estate platform with Plazzo Development Real Estate in 2016. The developer lists nine ongoing projects, several of them in Jumeirah Village Circle, Arjan, Liwan and Dubai Science Park. Empire Jebel Ali marks its entry into the southern part of the city. The project name remains provisional, with the brochure noting it will be confirmed once approved by the authorities. Staggered payment plans are among the arguments the developer is pushing for this launch phase.
