About this project

RISE is taking deposits before publishing its plans

A 20,000 AED expression of interest deposit: that's the only commercial figure released so far for RISE. Developer Blanco Thornton has yet to publish a price list, unit layouts or a payment plan. The launch date and sales terms will reportedly be announced at a later stage, according to the project listing. What is known is the format: a low-rise residential building made up of apartments, sold freehold. Handover is set for December 19, 2027, a tight deadline for a scheme that hasn't officially launched yet.

What a 20,000 AED EOI actually covers

The EOI (expression of interest) is a common practice in Dubai for projects still in pre-launch. Buyers put down a sum to get in line and secure priority choice on launch day. They aren't reserving a specific unit at a set price yet. For RISE, that means committing without knowing unit sizes, orientation or the payment schedule. Before handing over any money, a careful buyer should ask in writing about refund terms in case the final prices don't work for them, and confirm the project is properly registered with RERA under a dedicated escrow account.

Warsan 1 or Warsan 4: an address worth checking

The listing places the project in Warsan 4, but the developer's own description refers to Warsan 1. That's not a minor point. Warsan 1 covers the older part of the district, around International City, while Warsan 4 is where most of the recent construction is concentrated, between Dubai Silicon Oasis and Academic City. Distances to main roads, schools and the future Blue Line route differ between the two areas. The plot number, which will appear in the sale contract and the Oqood registration, should settle the matter.

A low-rise building among neighbors of similar scale

RISE is described as "low-rise," with no floor count specified. That puts it in line with most Warsan 4 projects, where buildings rarely exceed a handful of residential levels. Lenjawi Diamond lists five floors for 92 units, Kyomi Residence has 120, and Samana's Greenfield reaches 304 units. Samana Greenfield 2, with fourteen habitable levels, stands out as the exception in the area. Without a disclosed unit count, RISE can't yet be measured against these neighbors. Its selling point will have to come from the apartment layouts, which the developer currently describes only as "modern" and "thoughtful."

December 2027: a tight schedule

Between taking EOIs now and handing over keys by late 2027, the margin is narrow. A low-rise building goes up faster than a tower, which makes the target workable if construction starts soon. But several neighboring projects launched earlier are aiming for 2028 or 2029. Tavora Grand and Zyra Hills are targeting 2028, while Lenjawi Diamond and Greenfield are set for 2029. Buyers would do well to track the progress reported on the DLD portal rather than rely on the marketing date alone.

Who it's for, and what's still unknown

The natural buyer profile here is the rental investor targeting demand from Academic City students and Dubai Silicon Oasis employees, both close to Warsan 4. Freehold status opens the purchase to foreign buyers, as is the case throughout the area. Blanco Thornton is a recognized name in the Dubai market, but the project listing doesn't mention any completed developments by the builder in Warsan. Until the floor plans, unit sizes and payment schedule are published, RISE remains a project to watch rather than one to compare line by line with its neighbors.

Warsan 4

Warsan 4

Warsan 4, also known as International City Phase 2, is a rapidly growing residential district on the eastern edge of Dubai. As one of four sub-communities within Al Warsan, it delivers budget-friendly apartments inside a secure, gated environment just off Sheikh Mohammed Bin Zayed Road (E311). With low to mid-rise buildings, integrated amenities, and strong rental demand, Warsan 4 stands out as one of the smartest entry points into Dubai's property market for families and investors alike.
