About this project

Chapter 01 gives over three levels to parking for seven floors of housing

Three parking levels for a building with only seven occupied floors: that's the most telling ratio in the first scheme Newbury Developments is launching in Warsan 4. The building stacks a ground floor, two podium levels and seven residential floors. That's ten levels above ground in total. The unit mix stays tight, with studios, one-bedrooms and two-bedrooms, with no penthouse or duplex announced. Handover is set for December 12, 2027, a closer date than many neighboring projects targeting 2028 or 2029. The project's name hints at a series to come, but the developer hasn't communicated anything about a possible second chapter.

Seven residential floors on a three-level base

Chapter 01's structure follows a pattern common in Warsan 4: a base that holds shops and cars, with the homes stacked above. The ground floor houses retail and a lobby with a waiting area. The two podium levels form the base for parking, and the project description mentions three levels of parking without specifying how they connect to the ground-floor retail. This point deserves a direct question to the seller, since the number of parking spots per unit shapes rental value in an area where a car remains essential. On the facade, the developer talks about clean lines and expressive volumes, without naming an architecture firm. No facade material has been detailed at this stage.

Studios, one and two-bedrooms, nothing beyond

The program stops at two-bedroom units. That puts it in the middle of the local range, between buildings made up almost entirely of studios and others that go up to three-bedrooms. Interiors are described in neutral tones, with floor-to-ceiling windows. The developer stresses functional layouts, but no unit sizes or total unit count have been published. For an investor, this lack of detail makes it hard to calculate the real weight of each unit type in the building. Still, the presence of two-bedroom units and a children's play area suggests Newbury isn't targeting single tenants alone.

A barbecue facing the skyline and sunken pool seating

The amenity list follows the standards of this mid-tier segment: a shared outdoor pool, an indoor gym, a play area, walking paths and lounge zones. Two features stand out a bit. The first is a barbecue area facing the city, which implies an elevated location, either on the podium or on the roof. The second involves "water lounges," meaning sunken seating at the edge of the pool, extended by a pool deck. The overall offering stays modest. There's no spa, no cinema room and no coworking space, amenities some competitors in the area highlight.

Blue Line station announced, not yet operating

The developer points to a Blue Line station within walking distance. This claim needs to be read carefully: the line is still under construction, and the RTA is targeting service by 2029, roughly two years after the building's handover. Early tenants will therefore have to rely on the road. Sheikh Mohammed Bin Zayed Road sits five minutes away, Dubai International Airport fifteen, Downtown and Dubai Mall around twenty minutes. Dubai Safari Park, thirteen minutes off, serves more as a family landmark than a driver of rental demand.

Newbury, a developer with a limited track record

Newbury Developments doesn't have a widely known delivery history in Dubai, and Chapter 01 appears to be its first project in Warsan 4. The documentation available so far is limited to a brochure circulated by a reseller, with no floor plans or payment schedule. Freehold status opens the purchase to foreign buyers, which is standard in this area. Before booking, a cautious buyer should ask for the project's RERA registration number, the associated escrow account and the current construction progress. With handover set for late 2027, the structural work should already be well underway, and that's where the claim can be checked on site.

Newbury Developments

Newbury Developments is a young Dubai developer, launched in 2024, that is betting on one of the city's most practical buyer segments: well-priced off-plan apartments in emerging residential districts. Its first two buildings, Chapter 01 and Chapter 02, sit in Al Warsan 4, with entry prices from roughly AED 574,000 and handover scheduled for June 2028. Backed by a founding family with long construction experience, the brand pairs smart-home specifications with a two-year post-handover payment plan. For investors seeking an affordable entry into Dubai's rental market, Newbury is a name worth studying closely.
