About this project

A tower with zero apartments in Dubai's most residential district

Capital One doesn't offer a single apartment. In a Jumeirah Village Circle where nearly every project under construction is stacking studios and one-bedroom units, Centurion Properties is instead raising a tower given over entirely to office space, with 23 floors of Grade A floor plates. Handover is set for June 30, 2028, on a freehold basis. Marketing runs through OCTA Properties and the design has been handed to the international firm AE7. For an investor, the question here isn't short-term rentals or expat families. It's whether a bedroom community can absorb a commercial offering of this scale.

Three basement levels, five podiums, 23 floors of office space

The building's section reads from bottom to top. There are three levels of basement parking, a ground floor described as spacious, five podium levels, then 23 floors of offices. Above that sit a storage floor and the roof. This kind of storage level is unusual in an office tower in this part of Dubai and could appeal to trading or services firms that need to keep archives, samples or equipment on hand. Offices are handed over as open-plan space, and some units come with their own terrace, which creates a clear pecking order between units on the same floor.

AE7 designs "floating" floor plates

AE7 is a multidisciplinary firm that markets itself as a global practice, covering everything from design through construction supervision. For Capital One, the brochure describes a futuristic, "floating" concept built around two principles called Layering and Coherence. In practice, the renders show a glazed facade broken up by open landscaped terraces that visually offset the building's massing from one section to the next. The drop-off zone takes up three pages of the document on its own, a sign that arrival by car was treated as its own design sequence. As with any brochure, the visuals remain contractually indicative and the developer reserves the right to change the project.

A pool and club built for office workers, not residents

The amenities list reads like something out of a residential tower, which is the surprising part. The building includes a shared pool with a deck, an indoor gym paired with an outdoor fitness area, gardens and rest areas. A space called the Capital One Club takes up four pages of the brochure and functions as a social hub for tenants. Then there are the more practical additions: a conference room, an ATM, retail and restaurants at the base of the tower, EV charging points and an air disinfection system. For a small business trying to hold onto staff without paying Business Bay rents, this package matters when weighing options.

JVC or Motor City: the brochure can't agree

The documents don't agree on the address. The project listing places it in JVC, with Circle Mall two minutes away, Dubai Sports City at nine minutes, Dubai Hills Mall at ten and Mall of the Emirates at fifteen. The official brochure, on the other hand, places Capital One in Motor City and shows a map centered on that area instead: Dubai Autodrome four minutes away, Arabian Ranches at seven, Dubai Hills Mall at ten. Both versions put Downtown and DXB Airport somewhere between 20 and 30 minutes away. Before signing anything, buyers should ask for the plot number and site plan registered with the Dubai Land Department.

Centurion doubles down on commercial real estate

Capital One isn't a one-off. Centurion Properties is developing Burj Capital in Business Bay at the same time, another freehold office tower slated for 2028. The developer is building out a commercial portfolio across two very different markets: an established business district on one side, a residential area still being densified on the other. Company messaging leans on integrity, sustainability and long-term value creation, without citing any track record of past deliveries in the brochure. That's the gap worth digging into. Whether Centurion can deliver two projects of this size on the same timeline will be the real test for off-plan buyers.
